Non-Residential Rate Information
As a government agency, East Valley Water District is required by law to only charge its customers the costs associated with providing water services. The District’s budget-based rate structure consists of 3 price levels, or tiers. Budget-based rates are a tool used by water districts across the country because they treat customers fairly while encouraging water conservation and financial stability. Independent financial experts identified water budgets as the best option for East Valley Water District and its ratepayers.
- Tier 1 covers indoor health and safety consumption such as water used for drinking and flushing the toilet, as well as 90% of water used during business processes. An example calculation is included in the Commodity/Tier Rates below.
- Tier 2 covers the remaining 10% of water used during business processes. An example calculation is included in the Commodity/Tier Rates below.
- Tier 3 is water used over your Tier 1 and 2 budgets. This tier is considered inefficient use and it is charged at the highest rate. In most cases, customers see Tier 3 usage due to undetected/unresolved leaks or changes in their businesses processes that require the use of more water.

Commodity rates cover cost that vary based upon the amount of water delivered. These rates apply to non-residential customers and reflect a 3 tiered rate structure based on monthly usage per 1 hundred cubic feet (HCF).
Tiers | Rates |
---|---|
Tier 1 | $ 1.83 / HCF |
Tier 2 | $ 2.61 / HCF |
Tier 3 | $ 3.64 / HCF |
HCF: hundred cubic feet
Tier 1 Budget Calculation
Budget allocation for this tier is calculated by averaging consumption for the same billing period from the past two years and assigning 90% of that use as that specific month’s budget.
The formula below demonstrates how a customer’s May Tier 1 water budget would be calculated:
May 2018 Consumption in HCF + May 2019 Consumption in HCF / 2 = May average use for the past two years in HCF
Average use for the past two years x .90 = Tier 1 budget for May 2020
Tier 2 Budget Calculation
The District calculates water budget for this tier by averaging consumption for the same billing period from the past two years and assigning 10% of that use as Tier 2 budget.
The formula below demonstrates how a customer’s May Tier 2 water budget would be calculated:
May 2018 Consumption in HCF + May 2019 Consumption in HCF / 2 = May average use for the past two years in HCF
Average use for the past two years x .10 = Tier 1 budget for May 2020
*Your Tier 1 and 2 budget will vary slightly every month depending on the average use from the past two years.
Water meter charges help pay for the cost associated with operating and maintaining EVWD’s water treatment and delivery system. These charges are determined by meter size, not by the amount of water delivered.
Meter Size | Rate |
---|---|
5/8" Meter | $ 23.06 / month |
3⁄4" Meter | $ 29.27 / month |
1" Meter | $ 41.71 / month |
1 1⁄2" Meter | $ 72.81 / month |
2" Meter | $ 110.13 / month |
3" Meter | $ 228.30 / month |
4" Meter | $ 402.44 / month |
6" Meter | $ 819.14 / month |
8" Meter | $ 1,503.28 / month |
Fire protection charges reflect a monthly service charge, based on connection size, for private fire services. Revenues from these charges cover the costs associated with maintaining these facilities. These charges do not typically apply to most residential customers.
- Fire Service Charge: Monthly connection rate + $1.83 per hundred cubic feet of metered water.
Connection Size | Rate |
---|---|
1" Meter | $ 8.78 / month |
1 1/2" Meter | $ 13.18 / month |
2" Meter | $ 17.57 / month |
3" Meter | $ 26.35 / month |
4" Meter | $ 35.14 / month |
6" Meter | $ 52.70 / month |
8" Meter | $ 70.27 / month |
10" Meter | $ 87.84 / month |
2022 Commercial Wastewater Rates
The new structure would simplify this process by creating three primary categories for all non-residential customers based on the concentration of organic materials and suspended solids in the wastewater they discharge.
Calculation: Monthly fixed charge + monthly variable charge = Monthly wastewater charges.
Non-Residential /Commercial Wastewater Rate | May 1, 2022 | January 1, 2023 | January 1, 2024 |
---|---|---|---|
Monthly Fixed Charge | $ 21.16 | $ 22.65 | $ 24.25 |
Monthly Variable Charge | |||
Patton State Hospital | $ 2.36 | $ 2.53 | $ 2.72 |
Low Strength* | $ 1.31 | $1.41 | $ 1.52 |
Medium Strength* | $ 1.99 | $ 2.14 | $ 2.30 |
High Strength* | $ 3.88 | $ 4.16 | $ 4.46 |
*Billed per unit of HCF. Billing Unit = 1 Hundred Cubic Feet (HCF). 1 HCF is 748 gallons.
- Low Strength: Include retail shops, schools, churches, and other services.
- Medium Strength: Include laundromats, auto repair/service stations and convalescent homes.
- High Strength: Include restaurants, hotels, and supermarkets.
- Patton State Hospital: This unique facility has flow meters on the wastewater lines. Given the ability to measure precisely, Patton State Hospital will be charged for each unit of actual wastewater flows rather than water usage.
